Poured concrete walls are the strongest option and are formed and reinforced with rebar tied into a continuous footing. Concrete block (CMU) walls with grouted, reinforced cells are the other common choice around Stanislaus County and can be finished with stucco or veneer. Short garden and planter walls under about 2 feet can often be built with lighter details, but anything holding back a real grade change needs a proper footing.
